This presentation will provide an overview of Montana’s cannabis laws and regulatory framework. It will explain how the CCD operates, including its role in licensing, compliance, and enforcement. The session will walk through key review processes for applications, highlight common misunderstandings applicants encounter, and clarify requirements for owner and financial interest disclosures. Additionally, the presentation will cover violations of cannabis law, enforcement actions, and recent rule changes impacting licensees and applicants.

Kristan Barbour is the administrator of the Montana Cannabis & Alcohol Regulation Division (CARD). The division is responsible for licensing and regulating Montana’s marijuana and alcoholic beverage industries. She has worked for the State of Montana in multiple roles for the last 17 years. Before taking the helm at CARD, she was charged with creating the Cannabis Control Division in 2021. She has extensive experience in governmental affairs and public policy.
Courtney Cosgrove is an attorney based in Helena, Montana, whose practice focuses on civil litigation, administrative law, and state regulatory work, including tax and cannabis regulation, where she has represented Montana state agencies in complex disputes before administrative tribunals, state and federal district courts, and the Montana Supreme Court. A former outside midfielder for the University of Montana Grizzlies, she played for the women’s soccer program from 1994 to 1997—earning first team All Big Sky honors, setting multiple school offensive records, and later being inducted into the Grizzly Sports Hall of Fame in 2013.
